The purpose of the Narrative of Revisions is to clearly indicate revisions to a collection since the previous approval

Collection Title: Waterfront Facilities Handling Liquefied Natural Gas (LNG)
and Liquefied Hazardous Gas (LHG)

OMB Control No.: 1625-0049

Current Expiration Date: 08/31/2010

Collection Instruments: Instructions

The following listed below are revisions to the collection:

  • Increase in burden (respondents/responses/burden hours) are due to 2 factors—

    • An increase in the number of respondents from 107 to 168, which results in an increase in responses and burden.

    • A change in the requirements per rulemaking USCG-2007-27022/RIN 1625-AB13, specifically the addition of a new requirement for a Waterway Suitability Assessment (WSA). The WSA is an applicant-prepared risk-based assessment designed to document and address all safety and security concerns related to the movement of LNG for a particular U.S. port or waterway.

    • The existing OMB-approved total annual burden is 2,838 hours. The rulemaking RIN 1625-AB13 increases that number by 6,666 hours, which includes 4,928 hours for the addition of a WSA to the collection of information, and 1,738 hours to account for a change in the number of respondents. The revised estimated total annual burden is 9,504 hours.

  • USCG has created printable instructions for this collection of information.

  • Updates are provided for cost burden and government cost associated with this collection of information.

  • On May 26, 2010, the Coast Guard published the LNG-LHG Final Rule [75 FR 29420].
