This ICR is
approved consistent with AHRQ memo of 10/22/08 and revised
supporting statements and information collection instruments. AHRQ
agrees that this is a descriptive analysis of participant feedback,
and feedback from organizations they may have influenced, several
months to several years after participation. The goal of this
evaluation is not to identify causal relationships (i.e., formal
hypothesis testing) or draw definitive conclusions of impact but
rather to examine processes and summarize patterns and themes
emerging from participants experiences post-training. ARHQ also
agrees to acknowledge study limitations when publishing study
results. It remains unclear what level 1 feedback questionnaires
are, but AHRQ is reminded that collections of information from more
than 9 persons fall under the PRA.

As part of their effort to fulfill
their mission goals, AHRQ, in collaboration with the Veteran's
Administration's (VA) National Center for Patient Safety (NCPS),
developed and implemented the Patient Safety Improvement Corps
(PSIC) training program, which has been operating since 2003. The
main objective of this program is to improve patient safety by
training a select group of stakeholders such as state health
department and hospital staff in various patient safety concepts,
tools, and techniques and ultimately helping to build a national
infrastructure for supporting patient safety efforts in healthcare
organizations and at the state level. To understand the extent to
which AHRQ has successfully created this infrastructure of patient
safety knowledge and skills, AHRQ has contracted with the American
Institutes for Research (AIR) to conduct an evaluation of the PSIC
training program to determine the extent to which training
participants have been able to implement the patient safety
concepts, tools, and techniques in their home organizations and the
extent to which participants have spread that training, knowledge,
and skills to their organizations, local areas, regions, and
states.
