1. Statutory Requirements


Title III, of the Older Americans Act, Section 309(c), requires that a state's allotment be reduced by the percentage by which its state expenditures for a given fiscal year are less than its average annual expenditures from state sources for the period of three consecutive fiscal years preceding such fiscal year. Since information collected on the SF-269 report combines the funds from state and local sources, the Administration on Aging is unable to identify funds solely from State sources.


2. Purpose and Use of Information


The information contained on the Certification of Maintenance of Effort form will be used by the Administration on Aging to verify the amount of state expenditures and make comparisons with the average annual expenditures for the period of three consecutive fiscal years preceding the given year to assure that a state is in compliance with 45 CFR 1321.49.


3. Electronic Submission


The information may be submitted in electronic form.


4. Duplication


No other data source collects similar information.


5. Methods to Minimize Burden on Small Entities


This information does not involve small entities. It is collected from the 56 Title III State Agencies on Aging.


6. Consequences of Less Frequent Collection


The collection of information is on an annual basis. The Administration on Aging would not be able to comply with Section 309(c) of the Older Americans Act.


7. Special Circumstances


There are no special circumstances requiring explanation.

The information collected is not of a confidential nature. It is financial data concerning State expenditures.

12. Estimate of Information Collection Burden Hours


The estimated burden is 2 hour per State Agency (56) which is 28 hours.


13. Total Annual Cost to Respondents


Total cost to the 56 respondents is 2 hour x 56 which is 28 hours. Estimating the average wage of the respondent at the GS-13-1 level which has a yearly rate of $66,229 and an hourly rate of, $31.73 results in 28 hours x$31.73 for a total annual cost of $888.


14. Annualized Federal Cost


There are no additional federal costs to respondents as a result of the information collection.


15. Changes in Burden


There are no changes.


16. Publication of Results


This information collection is not published.


17. Display of Expiration Date


The Department will display the expiration date on the Certification of Maintenance of Effort Form.


18. Exception of Certification Statement


There are no exceptions to the certification statement.
