On January 22, 2008, the President signed National Security Presidential Directive 56 (NSPD-56), which requires the implementation of a number of export control reforms, including the modernization of the systems used to regulate export controls. One of the requirements of NSPD-56 is that the Directorate of Defense Trade Controls (DDTC) must develop a resource plan, outlining the personnel and funds necessary for full implementation of the NSPD. With respect to funding, the resource plan was to address a budget that would eventually allow DDTC to be 75% self-funded. Raising the registration fees is the means by which DDTC intends to achieve this.
