Emergency Natural Gas Transportation Transaction Termination

Dear Ms. Bose:
Pursuant to Section 284.270(d) of the regulations of the Federal Energy Regulatory
Commission ("Commission"), Enbridge Pipelines (AlaTenn) L.L.C. ("AlaTenn") is submiRing
an original and two conformed copies of its notice of the termination of an emergency natural
gas transportation transaction initially reported to the Commission on November 14, 2007.
Although Section 284.270(d) requires that the recipient of emergency natural gas report to the
Commission under that section, AlaTenn, at the suggestion of Commission Staff and out of an
abundance of caution, is submitting the following information required by that section within
thirty (30) days after the emergency gas transaction ends.
(1)

As originally described in its notification to the Commission on November 14, 2007, the
emergency situation arose fi'om AlaTenn's roquirernent to perform integrity testing of its
system and the resulting interruption of flow through a 6.6-mile section of its 100
mainline ("Test Section 4' 3 during enactment of AlaTenn's integrity management plan
("IMP"). To maintain service to customers within Test Section 4 during the IMP activity,
AlaTenn rcaehtxi agrecmcnt with the North Alabama Gas District ("NAGD") to allow
affected customers to alternately source thdr gas supply f~m NAGD. No facilities were
constructed to enable the alternate sourcing; however, the normal flow direction through
the existing NAGD Muscle Shoals #1 delivery point was reversed by flipping a check
valve.
a) The service commenced on November 14, 2007 and was completed on November
19, 2007 when deliveries resumed through these meters:

c) The emergency situation was resolved with the completion of AlaTenn's IMP
activities on the Test Section 4 and the return to service of both the mainline and
the referenced delivery meters. Also, AlaTenn restored the normal flow direction
o f the NAGD Muscle Shoals #1 delivery point.

Any corrections to the 48-hour report dated November 14, 2007 are contained in this
notification.

(3)

The volumes of the emergency natural gas delivered during the transaction total 7,598
dth.

(4)

Not applicable because no sale o f natural gas occurred during the transaction.

(5)-(7) No compensation will be paid for the emergency gas transportation service. Instead, the
total volume of gas specified in item (3) above created an imbalance in NAGD's account,
which will be repaid to NAGD by AlaTenn in kind within a mutually agreeable
timeframe.

Part 284 o f the Commission's regulations, and the circumstances identified herein and in
AlaTenn's 48-hour report demonstrate that an emergency existed or was imminent so as
to require an emergency natural gas transaction
