BIS is publishing an amendment to General Order Number 3 of Part 736 of the Export Administration Regulations (EAR). The amendment adds 80 persons to the Order.

The affect will require export licenses to these persons and establish a general policy of denial for these licenses. It is believed that there will be no increase in export licenses (OMB 0694-0088) as a result of this publication. However, it is possible that some of these persons will request that their names be taken off the Order.

This would increase the number of submissions received under existing BIS collection, OMB 0694-0134 "Procedure for Patties on the Entities List to Request Removal or Modification of Their Listing." It is estimated that 5 of those listed will submit requests annually. The estimated time required for each request is

3 hours. Therefore the total increase in burden is estimated to be 15 hours.
