Introduction
Welcome to the home page of the Web-based data collection system for the Integrated Postsecondary
Education Data System (IPEDS) of the National Center for Education Statistics (NCES). This system
enables you to provide NCES with the required statistical data for your institution. The registration and
collection schedule for the 2006-07 academic year is as follows:
Registration - Registration for the entire 2006-07 collection cycle will begin August 2, 2006. All
keyholders are requested to register prior to August 30. After that date, the Help Desk will be contacting
CEOs to ask to have a keyholder appointed. Institutions will be given one UserID and password for the
entire year (all 3 collection periods). Institutions may change keyholders at any time during the year.
Please refer to the FAQs or the Registration Help for instructions.
Fall 2006 - The Fall 2006 collection includes the Institutional Characteristics and Completions
components. The Fall collection opens September 6 and closes October 18, 2006.
Winter 2006-07 - The Winter 2006-07 collection includes the combined Human Resources component
(Employees by Assigned Position, Salaries and Fall Staff). In addition, institutions have the opportunity to
provide Enrollment data (fall and full year) and Finance data at this time. The Winter collection opens
December 6, 2006 and closes January 24, 2007.
Spring 2007 - The Spring 2007 collection includes Graduation Rates and Student Financial Aid, as well
as Enrollment and Finance (for those institutions that did not lock in Winter). The Spring collection period
extends from March 7 through April 18, 2007.
The completion of all IPEDS surveys, in a timely and accurate manner, is mandatory for all institutions
that participate or are applicants for participation in any Federal financial assistance program authorized
by Title IV of the Higher Education Act of 1965, as amended. The completion of the surveys is mandated
by 20 U.S.C. 1094, Section 487(a)(17).
The collection and reporting of racial/ethnic data are mandatory for all institutions that receive, are
applicants for, or expect to be applicants for Federal financial assistance as defined in the Department of
Education (ED) regulations implementing Title VI of the Civil Rights Act of 1964 (34 CFR 100.13), or
defined in any ED regulations implementing Title IX of the Education Amendments of 1972. The collection
of racial/ethnic data in vocational programs is mandated by Section 421(a)(1) of the Carl D. Perkins
Vocational Education Act.
The Fall Staff section of the Human Resources component is also mandated by P.L. 88-352, Title VII of
the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972 (29 CFR

1602, subparts O, P, and Q), in odd-numbered years (i.e., 2005-06, 2007-08, etc.), for institutions with
fifteen (15) or more full-time employees.
For those institutions not required to complete this survey on the basis of the above requirements,
completion is voluntary and authorized by P.L. 103-382, National Education Statistics Act of 1994, Sec.
404(a).

Purpose and Uses of the Survey Data
The primary purposes of the surveys are to collect the basic data that identify and describe the universe
of postsecondary education institutions; to maintain counts of the number of students enrolled by level of
program; to monitor changes in the demographics of postsecondary students; and to provide
policymakers with information on financial statistics from postsecondary institutions. The data can be
used for peer analysis, sampling postsecondary institutions and decision-making. Information on students
is used extensively by federal and state government agencies for workforce planning and by business,
industry, and other groups. The data will be made available as consumer information to aid students in
choosing a postsecondary institution (see College Opportunities Online Locator (IPEDS COOL) at IPEDS/

Institutional Burden
According to the Paperwork Reduction Act of 1995, no persons are required to respond to a collection of
information unless it displays a valid OMB control number. The valid OMB control number for this
information collection is 1850-0582. The time required to complete the Fall information collection is
estimated to vary from 1.9 hours to 3.9 hours per response, with an average of 3.3 hours, including the
time to review instructions, search existing data resources, gather and maintain the data needed, and
complete and review the information collection. Similarly, the time required to complete the Winter
information collection is estimated to vary from 3.5 hours to 10.5 hours, with an average of 8.1 hours; and
the time required to complete the Spring information collection is estimated to vary from 5.0 hours to 16.5
hours, with an average of 10.8 hours. If you have any comments concerning the accuracy of the time

NCES Privacy Policy and Use of Cookies by the IPEDS Survey
This notice is to assure respondents that NCES does not use cookies to collect personal information.
This system was developed using Microsoft Active Server Pages (ASP). This technology (and competing
technologies) requires the web server to remember users as they move from page to page during their
data entry session. The web server accomplishes this task by assigning a unique "session ID" to users
when they log on. In order to support multiple users accessing the system at the same time, the web
server uses a “cookie” to track the session ID. The web server sends a cookie to the user’s browser when
a new session is created. This cookie contains the session ID and no personal data about the user. No
information besides the session ID is written to the user’s hard drive. The cookie is deleted when the user
closes the browser.
The most recent versions of Microsoft Internet Explorer and Netscape Navigator allow for rejecting all
cookies other than those required for session tracking.
NOTE: Session ID cookies are required to run this application.
