This package provides instructions and forms necessary for States to report, by race and ethnicity, the number of infants and toddlers with disabilities who: a) are served under IDEA, Part C; b) are served in different program settings; and c) exit Part C because of program completion and for other reasons. Data are obtained from state and local service agencies and are used to assess and monitor the implementation of IDEA and for Congressional reporting.

The increase in the total annual burden hours is due to three factors: the addition of gender to the reporting requirements, the change in the categories used to report primary setting, and the feedback from states that OSEP underestimated the burden hours of these data collections. OSEP expects the annual hours to decline as States make the necessary changes to their data collection systems.
