This attachment contains a detailed description of all data groups and data categories proposed for collection through EDFacts for school year 2007-08. Descriptions of proposed changes to EDFacts from 2006-07 to 2007-08 are located in Attachment C of the OMB clearance package.
EDFacts is designed to collect information for specific school years as well as to allow users to view and analyze data across school years. Although most of the components of EDFacts are very stable from one year to the next, changes in legislation and program office reporting requirements inevitably lead to changes in EDFacts.
Throughout EDFacts the following terms are used to describe various aspects of the data collection:
Data Set – An EDFacts Data Set is all the data approved by OMB to be collected for a specific school year. This OMB clearance package describes the EDFacts data set for the 2007-08 school year.
Data Group – An EDFacts Data Group is a specific aggregation (i.e., group) of related data that are stored in EDFacts to satisfy the specific information need of one or more ED program offices. Thus, an EDFacts Data Group does not represent a single data entry but rather a set of related data entries. Each EDFacts Data Group is intended to be discrete, concise, universally understood, and non-redundant. For example, one EDFacts Data Group is address location. Address location includes several data elements, including street address, city name, and state code.
Data Category – A Category characterizes a count, dollar value, rate, or response in an EDFacts Data Group. A Category is a grouping that an SEA uses to aggregate data before the SEA sends the data to ED. For example, grade level is a data category. A category set is a combination of data categories and equates somewhat to crosstabs (e.g., race/ethnicity by grade level).
Permitted Values or Format – The acceptable values for the data category or data group (e.g., yes or no) or a format (e.g., integer or short text).
It is important that data providers and data users alike understand some critical rules of the EDFacts data set.
First, EDFacts does not collect individual student or staff-level information. All information provided to EDFacts is aggregated – often by categories such as grade level. Although some of the data files may contain small numbers, none of the information is linked to specific students or staff members. In submitting data to EDFacts, states cannot suppress the data in small data cells except as specifically authorized by federal statute.
Second, EDFacts data groups are defined to request data at the school, LEA, and/or state levels. All three of these levels are necessary to collect comprehensive data. For instance, some students receive services outside of the regular school setting and would be included in the LEA membership but not in the membership for any school within that LEA.
EDFacts Standard Definitions
As part of the drive to streamline data collections ED-wide, EDFacts has standardized several definitions.
Career and technical education (CTE) concentrator – A secondary student who has earned three (3) or more credits in a single CTE program area (e.g., health care or business services), or two (2) credits in a single CTE program area, but only in those program areas where 2 credit sequences at the secondary level are recognized by the state and/or its local eligible recipients.
Children with Disabilities (IDEA) – Children having mental retardation; hearing impairment, including deafness; speech or language impairment; visual impairment, including blindness; serious emotional disturbance (hereafter referred to as emotional disturbance); orthopedic impairment; autism; traumatic brain injury; developmental delay; other health impairment; specific learning disability; deaf-blindness; or multiple disabilities and who, by reason thereof, receive special education and related services under the Individuals with Disabilities Education Act (IDEA) according to an Individualized Education Program (IEP), Individual Family Service Plan (IFSP), or service plan.1
Limited English Proficient Students (also known as English Language Learners) – In coordination with the state’s definition based on Title 9 of ESEA, students:
(A) who are ages 3 through 21;
(B) Who are enrolled or preparing to enroll in an elementary school or a secondary school;
(C ) (Who are i, ii, or iii)
(i) who were not born in the United States or whose native languages are languages other than English;
(ii) (Who are I and II)
(I) who are a Native American or Alaska Native, or a native resident of the outlying areas; and
(II) who come from an environment where languages other than English have a significant impact on their level of language proficiency; or
(iii) who are migratory, whose native languages are languages other than English, and who come from an environment where languages other than English are dominant; and
(D) whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individuals (who are denied i or ii or iii)2
(i) the ability to meet the state’s proficient level of achievement on state assessments described in section 111(b)(3);
(ii) the ability to successfully achieve in classrooms where the language of instruction is English; or
(iii) the opportunity to participate fully in society.
To be classified as limited English proficient, an individual must be A, B, C, and D. For C, an individual can be i, ii, or iii. If C-ii, the individual must be I and II. For D, an individual
must be denied i or ii or iii.3
Eligible Migrant Children4 (also referred to as Eligible Migrant Students) – Children who are, or whose parents or spouses are, migratory agricultural workers, including migratory dairy workers, or migratory fishers, and who, in the preceding 36 months, in order to obtain, or accompany such parents or spouses, in order to obtain, temporary or seasonal employment in agricultural or fishing work (A) have moved from one LEA to another; (B) in a state that comprises a single LEA, have moved from one administrative area to another within such LEA; or (C) reside in an LEA of more than 15,000 square miles, and migrate a distance of 20 miles or more to a temporary residence to engage in a fishing activity.
Participating Migrant Children (also referred to as Participating Migrant Students) – Children who participate in Migrant Education Programs (MEP) under Title I, Part C, including those served under continuation of services authority.
Categorization of N or D programs under Subpart 2
Delinquent Facilities. Delinquent facilities eligible for Title I, Part D, Subpart 2 funds are broken into the following 2 categories for reporting purposes: 1) Detention, and 2) Juvenile corrections facilities. An institution for delinquent children and youth is a public or private residential facility other than a foster home that is operated for the care of children and youth who have been adjudicated delinquent or in need of supervision.
1) Detention Facilities. Detention facilities are shorter-term institutions that provide care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or care to children after commitment.
2) Juvenile Corrections. An institution for delinquent children and youth is a public or private residential facility other than a foster home that is operated for the care of children and youth who have been adjudicated delinquent or in need of supervision.
Note: States should include any programs serving adjudicated youth (including non-secure facilities and group homes) in the Juvenile Corrections category.
At-Risk Programs. Programs operated (through LEAs) that target students who are at risk of academic failure, have a drug or alcohol problem, are pregnant or parenting, have been in contact with the juvenile justice system in the past, are at least 1 year behind the expected age/grade level, have limited English proficiency, are gang members, have dropped out of school in the past, or have a high absenteeism rate at school.
Note: This category only applies to Subpart 2 programs; such programs are required to provide student and facility counts and demographic data; space is available to report student outcomes and academic performance, if applicable.
Neglected Programs. An institution for neglected children and youth is a public or private residential facility, other than a foster home, that is operated primarily for the care of children who have been committed to the institution or voluntarily placed under applicable State law due to abandonment, neglect, or death of their parents or guardians.
Note: Neglected programs and students receiving funds solely through Title I, Part A should not be reported under Title I, Part D.
Other Programs. Any other programs, not defined in any of the other categories (of at-risk, neglect, detention, or juvenile or adult corrections), which receive Title I, Part D funds and serve non-adjudicated children and youth.
Note: Adjudicated children and youth should be reported under Juvenile Corrections.
Starting with the 2006-07 reporting cycle, ED prioritized the EDFacts data groups to phase them in over a 3-year period of time. This phased-in approach is designed to maximize the quality of the data EDFacts receives from the states and at the same time minimize burden by allowing states 2 years to prepare to submit data for some of the more challenging data groups.
Below is a description of how the priority codes were assigned to each data group. A summary showing the number of data groups by priority code and by data steward follows in table 1. Overall, the priority codes were assigned as follows:
Priority Code “0” – EDFacts directory files and CCD-Related files. The files critical to the overall operation of EDFacts as well as the CCD-EDFacts merge are required and are not part of the data group phase-in strategy. The data groups in this category were assigned a priority code of “0.”
Priority Code “1” – Data Groups Required for 2006-07. A core subset of the 2006-07 data groups were designated as required to be submitted through EDFacts for the 2006-07 reporting year. These data groups were assigned a priority code of “1.”
Data groups included in the 2003-04/2004-05 minimum data set. These data groups provide the most basic NCLB information and include assessment results and membership.
Data groups needed to eliminate/populate other ED data collections. The data from a number of data groups that, if provided by states, can be used to prepopulate several existing data collection efforts including the CSPR and OSEP’s child count, thereby reducing state burden.
Priority Code “2” – Data Groups Required for 2007-08. For the 2007-08 reporting year, second year phase-in data groups will be added. These data groups were assigned a priority code of “2.”
Data groups program offices need to monitor the program and report to Congress. Some of these data groups represent the second tier of data groups required for program operation, and some are data groups states have indicated may take time within their state to gather the data and report the necessary information.
Priority Code “3” – Data Groups Required for 2008-09. Finally, in 2008-09, states will be required to submit all data groups described for the 2006-07 EDFacts data set. These data groups were assigned a priority code of “3.”
Data groups states have indicated they need 2 years for phase in. These data groups are generally ones that require substantial additional in-state reporting.
Data groups that may be revised in coming years based on legislative changes. A small number of data groups are collected through EDFacts but may change with the reauthorization of the program.
Priority Code “4” – Civil rights data collection data groups. The proposed phase-in of the data groups associated with the civil rights data collection is explained in the section for the “state submission plans.”
Priority Code “5” – Data obtained from sources other than SEAs. There are a number of data groups in EDFacts for which ED obtains data from a source other than the SEAs (because they can either be derived or the data are publicly available from another source). These data groups were assigned a priority code of “5” and not included in the phase-in plan.
Table 1 below shows the overall breakout of priority status assignments for all data groups by data group steward. Table 1 provides a summary of the data groups by phase-in priority code and by data steward. Note that the percentages calculated in this table do not include data groups assigned a priority code of “4” or “5.” Table 2 shows each data group name and number as well as the phase-in priority code. This table is organized in alphabetical order by data steward and then by data group name.

Overall, this grouping is very similar to that in place for the 2006-07 EDFacts data set.
Each section includes an overall summary, detailed explanatory information and an index of the remaining pages within that section.
To enhance readability, each detailed data group description is presented on a separate page. Each page contains the data group name and number as well as the file specification number, definition, permitted values/format, data category sets, subtotals, grand total, ED program office data steward, and required reporting levels for that data group.
Data group and data category definitions and comments may include acronyms. To save space and improve technical readability, these acronyms are defined at the end of this section only. They are not defined within each data group or data category description. Definitions and comments may also include citations of federal statute. Because this is a technical instruction rather than a formal written document, these citations are not italicized and the names of the acts are abbreviated.
The additional information provided below is designed to aid reviewers as they examine the proposed EDFacts data groups for 2007-08. A complete index of the proposed data groups for 2007-08 follows.
Attachment C of this clearance package describes changes from 2006-07 to 2007-08. The attachment begins with a summary description of the types of changes made (e.g., number of new data groups, number of dropped data groups). The summary is followed by detailed information regarding the specific changes made to individual data groups and data categories.
The EDFacts data groups are organized into files that states submit to ED. Each file may include one or more data groups. The file specification number uniquely identifies the document that outlines the record layout and data elements in the record layouts for a file. For 2007-08, these file specification numbers were added to the data group descriptions.
All
EDFacts data groups include a definition and a comment field.
For 2007-08, many of the definitions have been refined to clarify
the information that should be included in the resulting data file.
For instance in the student performance data, the definitions were
modified to make clear that these were state assessments for NCLB.
Additionally, the comment field for each data group provides
guidance outside of the basic definition. For instance, in the
Graduates/
Completers table (Data Group 306), the comment field
indicates that states should report only for LEAs and schools with
graduate levels.
In reviewing the required data categories for each data group, reviewers should keep in mind the data collection and reporting differences between multiple data categories in a single category set vs. those same data categories across multiple category sets. This is illustrated best using two existing data groups that collect contrasting levels of detail as examples.
Example #1: The Data Group 39 (Student Membership Table) has a single category set – Grade Level (Membership), Race/Ethnicity, Sex. For this data group, SEAs must report information on Grade 1, White, Female; Grade 1, White, Male; Grade 2, White, Female; Grade 2, White, Male. The resulting data files provide a significant level of detail regarding student membership at the school, LEA, and state levels.
Example #2: The Data Group 563 (Graduation Rate Tables) collects data using seven separate category sets. SEAs report information on students by race/ethnicity separately from the data reported by sex. While the resulting data file will allow a comparison of graduation rates between white and Hispanic students as well as male and female students, the data file will NOT allow a comparison between white males and Hispanic females.
Many of the data groups also include an indication that additional total information is required. Subtotals and Grand Totals are only requested when there is a possibility that the components will not capture all incidents. For example, in data groups using the data category race/ethnicity, there is a possibility that not all students will be assigned to one of the five categories and thus will be excluded. Subtotals and Grand Totals capture these students. Subtotals and Grand Totals are not requested with duplicated counts or when it would repeat a number already provided.
Each data group is assigned an ED program office to serve as the data steward. For the most part, these are assigned based on subject area. For instance, the Office of English Language Acquisition (OELA) is the data steward for the Title III and Limited English Proficiency data groups. The data groups that specifically link to NCES’ Common Core of Data (CCD) are assigned an NCES stewardship. A number of data groups have broad applicability; the stewardship of these data groups is held by the EDFacts program office. The assigned steward is EDEN.
Each data group page describes the levels at which SEAs should report data for the 2007-08 EDFacts data set. In some cases, there have been changes to these levels from 2006-07.
As part of the 2006-07 EDFacts data set, the names of a number of the EDFacts data groups were revised to conform to a more simplified naming convention. None of the data group numbers were changed as part of this effort. For 2007-08, a few additional data groups were renamed. A crosswalk of the data group name changes from 2006-07 to 2007-08 is located in Attachment C.
The table below lists all of the proposed data groups in the 2007-08 EDFacts data set. The table lists the Data Groups alphabetically by name with the ID # as well as the section where a detailed description of the data group is located. A list of Data Groups by ID # is provided at the end of this section.

EDFacts maintains a 3-tier directory of education units in each of the 50 states, the District of Columbia, and Puerto Rico. Starting with the 2006-07 reporting year, the outlying areas (e.g., American Samoa, Guam, Northern Marianas, and the Virgin Islands) and Bureau of Indian Education are included in the EDFacts directory and were asked to submit required data through EDFacts. The three tiers are the SEAs, the LEAs, and the schools. For each education unit, a Directory Record is maintained that includes unique identifiers (e.g., name, identification numbers, location), contact information (e.g., addresses, phone numbers, Web sites), and descriptive information (e.g., type, operational status).5
The state and CCD identification numbers are used to link the education units to each other in the hierarchy. For example, the record for a school includes the state and CCD identification numbers of the LEA that the school belongs to.
Data in the Directory will generally be obtained from SEAs. However, ED plans to obtain Locale (ID #17), Congressional District Number (ID #13), County Name (ID#572), Geographic Location (ID #14), DUNS Number (ID #6), and Title 1 District Status (ID #582) from other federal sources instead of SEAs.6
SEA. An SEA is the agency of the state charged with primary responsibility for coordinating and supervising public elementary and secondary instruction, including the setting of standards for instructional programs. The SEA is the state agency that administers federal grant programs under the ESEA.
LEA. An LEA or Education Agency is a governmental administrative unit at the local level which exists primarily to operate schools or to contract for educational services. These units may or may not be coterminous with county, city, or town boundaries.
School. A school (for the purpose of this data collection) is an institution that provides educational services and
has one or more grade groups (PK through 12) or is ungraded,
has one or more teachers,
is located in one or more buildings,
has assigned administrator(s),
receives public funds as its primary support, and
is operated by an education agency.
For purposes of this definition, "public funds" includes federal, state, and local public funds. “Located in a building" does not preclude virtual schools since the administrators and teachers are located in a building somewhere. “An education agency" is not limited to the state or local education agency, but can include other agencies (e.g., corrections or health and human services) charged with providing public education services.
The first page of this section contains a summary of the directory data groups by the tier in the education hierarchy. That summary is followed by the definitions and permitted values of the directory data groups.

5In some states, there are schools outside of the traditional three-tier system such as state schools, youth facilities, and correctional institutions. States have been able to accommodate this additional tier by creating a virtual LEA that includes all of these additional schools. States should contact the EDFacts team to determine if this solution is appropriate. All uses of these virtual LEAs should be documented within the meta data.
