EDFacts Data Set For

School Year 2007-08



Metadata


Metadata are data collected to explain other data. ED plans to collect metadata in such a way that states need only to update them when they change. Below are examples of the types of metadata that will be collected to explain the data.

State Definitions. Some of the definitions of EDFacts Data Groups include references to state definitions. To understand the data, EDFacts will collect the state definitions.


General SEA Information. There are a number of basic components of SEAs that differ from one state to the next, for example:


      • School year/start of school year – SEAs will be asked what 12-month period of time defines a school year. The school year is often but not always October 1 through September 30.

      • Charter School Legislation – SEAs will be asked when the state approved Charter School legislation. ED will pre-populate based on information already collected.

      • Special Education Count Date – SEAs will be asked what specific date the child count required by IDEA was conducted.

      • Directory – SEAs will be asked to update a general description of the education units in the state that was developed during previous state site visits.


Assessment. Each state has in place a state assessment system that is unique to that state. In order to properly interpret the data submitted on this subject, users of the data need information beyond the counts of students by performance level, including


      • Performance levels – SEAs will be asked how each performance level maps to "proficient" in NCLB.

      • Instrument – SEAs will be asked for a description of the assessment instruments such as academic subjects and grades covered as well as the basic test administrative procedures and processes for handling the results.

      • Accommodations – SEAs will be asked what accommodations are available/provided to students and under what circumstances.

      • Timing – SEAs will be asked when the assessment was conducted, e.g., November or April.


AYP Reporting. As is the case with the previous examples, AYP reporting includes components that are state specific and, when known, help to inform interpretation of state data submissions, including

    • Full Academic Year – SEAs will be asked what period of time a student is at school for inclusion in AYP reporting.

    • Targets – SEAs will be asked for the target percentage of students proficient under NCLB by school year.


Graduation Rates. States calculate graduation rates differently. In order to properly interpret the data submitted, users of the data need to know how the graduation rate was calculated, including whether the average freshman graduation rate was used.


Safety and Discipline. To interpret data for the firearms incidents, the Department needs to know how each state implemented requirements for expulsion for 1 year and referrals to the justice system because of firearms violations. The Department also needs to know how the state law handles alternative placement, whether it is required or encouraged, and whether it is supported with state funds. Each year, SEAs will indicate whether changes occurred and, if changes were made, what those changes were. The Department also needs the state definition of violence (with and without injury), weapons possession, alcohol related, and illicit drug related.


Migrant Child Count. The migrant child count will be used to allocate funds of the migrant education program, Title I Part C. The Department needs information about the states’ calculation and validation procedures, including information systems used, the data collection and management procedures, the methods used to count the children, and the quality control procedures.


Public School Choice and Supplement Services. Data are collected on the students who applied for public school choice and supplemental education services (SES). The definition of applied is needed to interpret the data. Data are also collected on who receives supplemental education services (SES). The threshold for inclusion as receiving supplemental education services (SES) is needed to interpret the data.


State Submission Plans


Each year, SEAs will complete a submission plan that provides the month they plan to submit files and an estimate of the number of LEAs and/or schools that will be included in each file. This information is necessary in order to monitor state progress and determine when states complete their submissions for each data file. States can use the submission plans to track the data source within their SEA for each data file and to schedule the work associated with file submissions. SEAs have access to EDFacts, which includes reports on the status of their submissions in relation to their plans.


Civil Rights Data Collection


As part of their SY 2007-08 submission plans, 50 states and DC will provide information about their plans to transition to providing the Civil Rights Data Collection (CRDC) through the EDFacts Submission System (ESS). The CRDC has been a biennial survey collected directly from LEAs and includes a summary survey for the LEA as well as a survey for each school in the LEA. The last two CRDCs have been conducted primarily on-line, although mainframe tapes and paper surveys were allowed. For these two collections, one state provided all the data on behalf of its LEAs, while another state provided some data on behalf of its LEAs.


The next CRDC (the 2008 CRDC) will begin the transition of the CRDC to collection from states. It will be due March 2009 and will request data on SYs 2007-08 and 2008-09. See the table below for 2008 CRDC data groups that will be scheduled for ESS submission. The subsequent CRDC, the 2010 CRDC, will request data on SY 2010-11 through ESS submission. To prepare for this transition, as part of their submission plan, SEAs will provide information about their plans to supply data to meet the requirements of the CRDC. The table below illustrates the Department’s transition plan for the CRDC. Data Group ID 306 is the Graduate/Completer Table. The Data Groups in Sets A, B, and C are identified later in this section.

Some of the data in the CRDC are already collected as part of the ESS. Because these data groups have been part of the ESS, ED expects SEAs to provide them for the 2008 CRDC. For the 2008 CRDC, SEAs will need to provide the data group Graduate/Completers Table (ID 306) for SY 2007-08 no later than March 2009. Details about this data group can be found in the Student section of this attachment. Also, for the 2008 CRDC, SEAs will need to provide the following data groups for SY 2008-09 no later than March 2009:

As part of this transition, ED has merged the CCD magnet status (ID 665) with the CRDC magnet status (ID 24). The merger results in permitted codes for magnet schools as well as magnet programs. Also, as part of this transition, ED has merged Children with Disabilities (OCR) Tables (ID 568) with Children with Disabilities School Age (ID 74). The data previously collected in the All LEP Students (OCR) Table (ID 621) is now collected in the LEP Enrolled Table (ID 678).

Some of the data in the CRDC have not been part of ESS; these data groups are described in the following pages.


SEAs will need to provide Set B data groups for the 2010 CRDC (SY 2010-11). SEAs are encouraged to also provide as many of these as possible for the 2008 CRDC by submitting them for SY 2007-08. SEAs are encouraged to provide data on SY 2007-08 for the CRDC while they are providing the rest of their SY 2007-08 data.

On-Line Data Collection Data Groups


A number of program offices in ED have reporting mandates for information that is general, state-level information that could be updated once a year. These information requests do not align with the general guidelines for ESS data groups and data categories. Unlike the data collected using the ESS data groups (which collect data using sequential flat files), this information is substantially less complex and can be collected directly using an on-line tool. States would update the data by logging into the EDFacts system and completing appropriate forms once a year. This change will minimize state burden by removing the ESS data file submission step but still provide the program offices with the information they need.


The remainder of this section includes a separate page for each data group.

GEPA

This OMB package includes data collected for the General Education Provisions Act (GEPA), Section 424 for FY 2006 and 2007. GEPA 424 mandates reporting on the distribution of federal education funds to school districts and other entities, such as libraries, colleges and universities, state agencies, individual schools, and private recipients.

Because there are multiple channels to distribute federal education funds, the data for the GEPA report come from multiple sources. First, ED uses data from its own systems on grants to obtain the information on the federal education funds ED distributes directly to school districts and other entities. Examples of this type of program include the Impact Aid and Magnet Schools programs. Second, ED collects data from SEAs on the federal funds they distribute. Examples of this type of program include the Title I Part A Grants to LEAs. These data are described in the finance section of this package as the Federal Programs Funding Allocation Table (ID 547, N/X035).
