In the Second Order on Reconsideration issued in CC Docket No. 96-61, the Commission reinstated the public disclosure requirement and also required that nondominant interexchange carriers that have Internet web sites pass this information on-line in a timely and easily accessible manner. These carriers were also required to file annual certifications pursuant to section 254(g); maintain price and service information; and are forborne from filing certain tariffs. The Tariff cancellation requirement has been completed so the burden for that part of the collection has been removed.

The change in burden is due to two adjustments. 1) the number of respondents has increased as the likely result of an increase in alternate providers (i.e., VoIP providers) and prepaid calling card providers. Also, on occasion the Commission issue reminders of these requirements which may result in an increase in certification filings; 2) The total annual burden hours has significantly decreased because the Commission believes that respondents have adapted to the 3rd party, Internet posting and certification requirements and therefore requires significantly less time to comply. The Commission is reporting a significant decrease in the estimated time per response for the information disclosure requirement and Internet posting requirement. Therefore, there is a -81,887 total annual burden hour reduction.
