The supplement information will be submitted by fire departments applying for assistance under the Assistance to Firefighters Grant Program. FEMA will use the information collected to evaluate the grant applications in a competitive grant process. The information will be used to assess the applicants' financial needs as well as the projected benefits to be obtained by the grant funds. FEMA will also use the information to determine eligibility.
The Federal Emergency Management Agency (FEMA) is seeking an emergency approval for information collection request 1660-0054, Assistance to Firefighters Grant (AFG) Applications. The collection of information is needed prior to the time periods established under the Paperwork Reduction Act (PRA) in order for DHS to effectively implement a competitive grant program and meet the fiscal deadlines. This letter is to request an Emergency PRA Clearance for the Department of Homeland Security (DHS), Grant Programs Directorate under FEMA. The information that will be collected if this clearance is approved is the data contained in the Assistance to Firefighters Grant (AFG) program’s grant applications which includes Fire Prevention and Safety (FPS) and Staffing for Adequate Fire and Emergency Response (SAFER) grant applications. Semi-annually, the AFG solicits requests for assistance from Fire Departments and nonaffiliated Emergency Medical Service (EMS) organizations. The information contained in the application is the minimum amount of information necessary to evaluate the needs of the grant applicants. For this collection, DHS cannot comply with the normal clearance procedures under 5 CFR 1320 due to the critical importance of getting the funding in the hands of the Nation’s first-responders as soon as possible in order to better protect them from the hazards that they face. Public harm may reasonably result if the normal clearance procedures are followed. The entire grant cycle, including grant awards and subsequent uses of the grant funds, would be delayed if normal clearance procedures were to be followed. is necessary in order for DHS to effectively implement a competitive grant program and meet the fiscal deadlines. The Grant Programs Directorate has taken all practical steps to minimize the burden of the collection on the respondents. The collection of information is essential to FEMA’s mission since the data from this information collection process will be used to get the funding in the hands of the Nation’s first-responders as soon as possible in order to better protect them from the hazards that they face. Complying with the normal OMB clearance procedures under this section will cause FEMA to fall behind set deadlines for application submission.
