The College Cost Reduction and Access Act of 2007 (CCRAA) (Public Law 110-84) established the Public Service Loan Forgiveness Program in §455(m) of the Higher Education Act of 1965, as amended (the HEA) for student loan borrowers under the William D. Ford Federal Direct Loan (Direct Loan) Program. The CCRAA also amended §428C of the HEA to allow borrowers under the Federal Family Education Loan (FFEL) Program to consolidate their loans into the Direct Loan Program to take advantage of this new loan forgiveness benefit. Final regulations implementing the Public Service Loan Forgiveness Program were published on October 23, 2008 (73 FR 63232). The U.S. Department of Education expects that the provision allowing FFEL Program borrowers to consolidate their loans into the Direct Loan Program to take advantage of the Public Service Loan Program will increase the number of respondents and the burden hours associated with OMB Control Number 1845-0053 (Direct Consolidation Loan Application and Promissory Note).
