EPA is proposing amendments to the
1995 national emission standards for hazardous air pollutants
(NESHAP) for petroleum refineries to address the risk remianing
application of the 1995 standards and EPA's 8-year review
requirements for developments in practices, processes, and control
technologies. This action would supplement the initial proposal
issued in September 2007. The supplemental proposal contains a new
option for storage vessels and revised requirements for cooling
towers developed in response to public comments received on the
2007 proposal. All Group 1 storage vessels at new and existing
refineries would be required to comply with the requirements of 40
CFR Part 63, Subpart WW. Heat exchange systems associated with
cooling towers also would be subject to requirements for monthly
monitoring and leak repair requirements. Records would be required
to document compliance with the requirements for storage vessels
and cooling towers and specific information would be included in
the periodic reports required by the existing rule. Other changes
to the rule are clarifications and revisions to regulatory
citations which do not affect the information collection
requirements.
