Coastal zone management grants provide funds to states and territories to implement federally approved coastal zone management plans, revise assessment documents and multi-year strategies, submit requests to approve amendments or program changes, and to submit section 306A documentation on their approved coastal zone management plans. Funds are also provided to states and territories to develop their coastal management documents. The information submitted is used to determine if activities achieve national coastal management and enhancement objectives and whether states and territories are adhering to their approved plans.

The annualized burden hours has decreased from 17,974 to 8,261 due to: 1) some prior mathematical errors, 2) changes in both the number and type of grants open (fewer than at the time of the last submission), 3) electronic submission capability for all categories of response data, and 4) revised Performance Reporting Guidance. The burden hours for the Coastal Nonpoint Pollution Program decreased since no Congressional funding has been provided to States/Territories in the past three years and OCRM reviews have been fewer in number and size. See the table in Question 12 for explanations of changes in burden for each information collection. NOTE: NOTE: Miscellaneous costs increased from $500 to $680, based on the raises in postal rates. ROCIS shows the current cost as $0 – and thus an increase of $680 – due to the cost’s having been rounded off when the ICR was migrated to the system.
