The Secretary publishes a list of approved test, which can be used to establish the ability to benefit for a student who does not have a high school diploma or its equivalent for Title IV, HEA eligibility purposes.
The burden hours were based upon estimated of the number of students using ATB tests and estimates of the number of State and test publishers who would submit their test for approval. Since the original estimate, the Department has actual data from which to base these burden estimates for this submission
