2009-2010 School District Review Program (SDRP)
The U.S. Census Bureau requests specific approval for the 2009-2010 School District Review Program, which is covered under the generic clearance called the Geographic Partnership Programs (GPPs), OMB Control No. 0607-0795.
The SDRP is sponsored by National Center for Education Statistics (NCES) so that the Census Bureau can create special tabulations of decennial census data by school district geography. The demographic data produced by the Census Bureau for the NCES and related to each school district is of vital importance for each state’s allocation under Title I of the Elementary and Secondary Education Act as amended by the No Child Left Behind Act of 2001. The NCES identifies a Title I Coordinator and a Mapping Coordinator in each state to work with the Census Bureau to implement this work.
As part of the 2009-2010 SDRP, the mapping coordinator in each state will receive a variety of materials from the Census Bureau to use in their review and update of school district boundaries, names, codes and geographic relationships. The coordinators will use the Census Bureau’s MAF/TIGER Partnership Software and Census-supplied spatial data in digital shape file format to identify changes to the boundaries for their school districts in all but 2 states. Those 2 states (Mississippi and Tennessee) will report any changes they have using paper maps.
The 2009-2010 SDRP is conducted in 2 phases; the annotation phase followed by a verification phase. The materials for the annotation phase are shipped in August 2009 and the verification materials are shipped in February of 2010. This request is for approval of the annotation phase. The attachments to this document include examples of all the materials required to complete the annotation phase and are accompanied by an explanation of the purpose for each product. The work associated with the 2009-2010 SDRP will span 2 fiscal years: FY2009 and FY2010. The FY2009 estimate of average burden to perform the annotation phase per respondent (state) is 100 hours and there are 51 participating states making the total respondent burden hours 5,100.
The MAF/TIGER Partnership Software disk used in the 2009-2010 SDRP was provided directly to Brian Harris-Kojetin on August 11, 2009. The additional attached program related documents are in final form.
