Justification for Non-Substantive Changes to the Collection


In 2001, per an agreement with Congress, SSA began conducting an outreach effort to individuals identified as potentially entitled to Title II disability insurance benefits. During the past eight years, SSA sent out one-time notices to contact potentially entitled individuals whose benefits terminated for reasons other than death. At this time, we are finishing this process by sending out 200,000 one-time notices to dependents of the beneficiary and estates of the deceased for amounts due in the case of a deceased beneficiary.


Previously, we sent no agency forms along with the notices for potentially entitled individuals; however, as an attachment to these final notices, we are sending copies of the SSA-1724, Claim for Amounts Due In the Case of Deceased Beneficiary. This way, survivors and estates of the deceased will be able to fill out the SSA-1724 in order to claim any amounts SSA may owe the beneficiary’s estate. Since SSA’s agreement with Congress states that we will complete the processing of this workload by the end of FY 2010, we are sending out these notices upon receipt of OMB approval.


SSA acknowledges that the OMB expiration date for this collection is August 2009. When we submit the ICR later this year, we will include the additional 200,000 respondents. However, we will remove those 200,000 respondents in FY 2010, as we only collected the information from these individuals once.
