collection:
(1) Type of Information Collection:
Revision of a currently approved
information collection.
(2) Title of the Form/Collection:
Immigrant Petition for Alien Workers.
(3) Agency form number, if any, and
the applicable component of the
Department of Homeland Security
sponsoring the collection: Form I–140,
U.S. Citizenship and Immigration
Services.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Business or other for
Profit. The information furnished on
Form I–140 will be used by U.S.
Citizenship and Immigration Services to
classify aliens under section 203(b)(1),
203(b)(2) or 203(b)(3) of the Immigration
and Nationality Act (Act).
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: 96,000 responses at one hour
per response.
(6) An estimate of the total public
burden (in hours) associated with the
collection: 96,000 annual burden hours.

ACTION: Notice and request for
comments.
SUMMARY: In compliance with the
Paperwork Reduction Act of 1995, the
Office of Surface Mining Reclamation
and Enforcement (OSM) is announcing
that the information collection requests
for 30 CFR Part 733—Maintenance of
State Programs and Procedures for
Substituting Federal Enforcement of
State Programs and Withdrawing
Approval of State Programs, has been
forwarded to the Office of Management
and Budget (OMB) for review and
approval. This information collection
request describes the nature of the
information collection and its expected
burden and cost.

or before June 4, 2009, to be assured of
consideration.

submitted the request to OMB to renew
its approval for the collection of
information found at 30 CFR Part 733.
OSM is requesting a 3-year term of
approval for this information collection
activity.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
control number. The OMB control
number for this collection of
information is 1029–0025, and may be
found in OSM’s regulations at 30 CFR
Part 733.10. Individuals are required to
respond to obtain a benefit.
As required under 5 CFR 1320.8(d), a
Federal Register notice soliciting
comments on this collection was
published on February 25, 2009 (74 FR
8568). No comments were received.
This notice provides the public with an
additional 30 days in which to comment
on the following information collection
activity:
Title: 30 CFR Part 733—Maintenance
of State Programs and Procedures for
Substituting Federal Enforcement of
State Programs and Withdrawing
Approval of State Programs.

Summary: This part provides that any
interested person may request the
Director of OSM to evaluate a State
program by setting forth in the request
a concise statement of facts that the
person believes establishes the need for
the evaluation.

interested person (individuals,
businesses, institutions, organizations).
Total Annual Responses: 1.

Environmental Documents Prepared for

OCS Mineral Proposals by the Gulf of
Mexico OCS Region.
SUMMARY: Minerals Management Service
(MMS), in accordance with Federal
Regulations that implement the National
Environmental Policy Act (NEPA),
announces the availability of NEPArelated Site-Specific Environmental
Assessments (SEA) and Findings of No
Significant Impact (FONSI), prepared by
MMS for the following oil-, gas-, and
mineral-related activities proposed on
the Gulf of Mexico and Atlantic OCS.

SUPPLEMENTARY INFORMATION: MMS
prepares SEAs and FONSIs for

proposals that relate to exploration,
development, production, and transport
of oil, gas, and mineral resources on the
Federal OCS. These SEAs examine the
potential environmental effects of
activities described in the proposals and
present MMS conclusions regarding the
significance of those effects.
Environmental Assessments are used as
a basis for determining whether or not
approval of the proposals constitutes
major Federal actions that significantly
affect the quality of the human
environment in the sense of NEPA
Section 102(2)(C). A FONSI is prepared
in those instances where MMS finds
that approval will not result in
significant effects on the quality of the
human environment. The FONSI briefly
presents the basis for that finding and
includes a summary or copy of the SEA.
This notice constitutes the public
notice of availability of environmental
documents required under the NEPA
Regulations.
