This collection is approved with the following terms of clearance: DOJ/DOJADM is approved an emergency clearance for the collection to meet the American Reinvestment Recovery Act requirements. This collection will be valid for 180 days. If DOJ/DOJADM decides to continue use of the form past the approved emergency clearance time period, they must resubmit to OMB under the normal PRA clearance process for a three year approval

The COPS Application Guide provides instructions for all applicants and is the result of a COPS Office business process reengineering effort aimed at standardization as required under the grant streamlining requirements of P.L. 106-107, the Federal Financial Assistance Management Improvement Act of 1999, as well as the President’s Management Agenda E-grants Initiative. This collection combines the previously approved collection COPS Application Guide: Targeted/Invited Programs (1103-0096) with the collection COPS Application Guide: Open/Competitive Programs (1103-0095).
The COPS Office was appropriated $1 Billion under the American Recovery and Reinvestment Act (ARRA). The COPS Office needs to make modifications to this currently approved information collection to increase the number of burden hours due to receiving more applications in FY 2009 because of this Recovery program than is currently approved for this information collection. We request to increase the annual burden hours from 6,200 to 16,200. This figure includes the Recovery grant applications as well as all other applicants for FY 2009 funding under other COPS programs. COPS applicants that are applying for other programs in FY 2009 will still use this form under the currently approved questions, not the additional questions asked of Recovery program applicants. We have added the CHRP grant application below as a supporting form. CHRP grantees will be able to apply online and thus the attached form is a MS Word version of what will ultimately be online.

The COPS Application Guide (the “Guide”) will be used as the instructional Guide associated with the COPS Application Attachment to SF-424 and the COPS Budget Detail Worksheets. The Guide contains a standardized section which is applicable across all COPS Office program types. The COPS Office is requesting that the previous collection 1103-0095 be combined with this collection. The total burden hours for both guides (6,200 hours) has not changed.
