MEMORANDUM FOR: Reviewer of 1220-0134

FROM: RICHARD CLAYTON, Chief

Division of Administrative Statistics and Labor Turnover

Bureau of Labor Statistics

SUBJECT: Information Collection Budget Report Correction
for the Multiple Worksite Report (MWR) and the
Report of Federal Employment and Wages (RFEW)

The MWR is for non-federal businesses subject to State Unemployment Insurance laws and the RFEW is for federal establishments covered under the Unemployment Compensation for Federal Employees program. Both are essentially the same and the forms are designed to collect employment and wages data for each establishment of a multi-establishment employer. The survey is a census and the slight increase of total hours requested, from 194,439 hours to 196,201 hours, is due to the availability of more recent information on the expansion in the total number of businesses in the U.S. economy with multiple-worksite locations.

The burden hours of 194,439 were based on record counts from the 2007/1 Quarterly Unemployment Insurance Address Files. Using more current information results in the following estimate for the FY 2009 burden-hour projections:

Multiple Worksite Employer Respondents for States with mandatory reporting:

a. Number of respondents: 72,679

b. Frequency of response: Quarterly

c. Estimated time per response 22.2 minutes

d. Annual burden: 107,565 Hours

e. Estimation of burden: Based on 2008/1 Quarterly Unemployment

Insurance Address Files Record Counts

Multiple Worksite Employer Respondents for States with voluntary reporting:

a. Number of respondents: 56,818

b. Frequency of response: Quarterly

c. Estimated time per response 22.2 minutes

d. Annual burden: 84,091 Hours

e. Estimation of burden: Based on 2008/1 Quarterly Unemployment

Insurance Address Files Record Counts

Federal Respondents:

a. Number of respondents: 3,071

b. Frequency of response: Quarterly

c. Estimated time per response 22.2 minutes

d. Annual burden: 4,545 Hours

e. Estimation of burden: Based on 2008/1 QCEW micro data

The following is an annual summary of responses and burden hours:

Responses Burden Hours

Report of Federal Employment Wages 12,284 4,545

Multiple Worksite Report (mandatory) 290,716 107,565

Multiple Worksite Report (voluntary) 227,272 84,091

Total 530,272 196,201

Current OMB approval for the MWR and RFEW is scheduled to expire March 31, 2010.
