Changes to EDFacts Data Categories for 2007-08

As with the EDFacts data groups, ED seeks to minimize the number of changes to EDFacts data categories from one year to the next. The changes described in the following pages are deemed necessary based on the discussions with ED program offices and state EDFacts coordinators described at the beginning of this document. Additionally, some of the changes are required in order to align EDFacts with the existing data collections.

New Data Categories

Several data categories that had previously been used for multiple data groups have been split out so the entire list of codes can apply to all of the linked data groups. For example, in the 2006-07 database, the data category "N or D Program Type" was used for both N or D Subpart 1 (State Programs) and N or D Subpart 2 (LEA Programs) data groups. In fact, the code "Adult Correction" applies only to Subpart 1 programs, and the code "At-Risk Programs" applied only to Subpart 2 programs. So, for the 2007-08 database, program type has been split between "N or D Program (Subpart 1)" and N or D Program (Subpart 2)" with a net gain of one data category.

The following table shows the proposed new data categories for the 2007-08 EDFacts reporting cycle. For each new data category, we provide name, definition, and associated EDFacts data groups.

Dropped Data Categories

As part of the program office meetings that took place as input for the 2007-08 EDFacts data set, the EDFacts team determined that a number of existing EDFacts data categories do not meet program office needs and will therefore be dropped from EDFacts for 2007‑08. The following table shows the 36 data categories proposed for elimination. Half of the dropped data categories were summary categories that were intended to assist in consolidating the reporting categories across program offices. These categories were never used to collect data and are no longer needed. The remaining data categories are not summary categories, but they are no longer used to collect data.

Data Category Changes

The changes shown in the following pages are the result of input from two important sources: state EDFacts coordinators and program offices in ED. The EDFacts team strives to minimize the number of changes to data categories from one year to the next, but at the same time recognizes that program office reporting needs change and that refinements may be necessary to existing data groups in order to ensure consistent reporting from one state to the next and maximize the number of states able to provide data.

The following pages show each data category that has a significant change. Data categories with changes that are exclusively editorial are not included in this section. The left side of the page shows the data category as approved for the 2006-07 EDFacts reporting cycle. The right side of the page shows the proposed data category for 2007‑08. There are check boxes to the right of each element of the data category – Category Name, Definition, Permitted Values, EDFacts Data Groups. Additional notes regarding the change(s) are provided in the far right column of each page.
