ED Data Collections

Some of the public comments and suggestions on the EDFacts Data Set requested that ED provide a more detailed crosswalk among information requirements, the legacy federal program office collections, and the data being required in this data collection. The EDFacts team and its federal program office partners share this need to link or map previous data collection activities with the current EDFacts efforts. Extensive documentation of the proposed data groups follows this attachment. In the table, the information requirement for each of the data groups in each of the data files has been linked to the OMB-approved information collection activity used by the federal program office to collect this data in the past. ED remains committed to accept all state supplied data electronically submitted to EDFacts through the EDEN Submission System, in place of data supplied through the legacy collections.

With the September 26, 2006 approval of the Mandatory Collection of Elementary and Secondary Education Data for EDFacts, the Office of Management and Budget asked ED to provide a written overview of the first year of incorporating the CCD collection into EDFacts. This attachment also responds to that requirement.

Overview of the Common Core of Data Merge with EDFacts

ED began the CCD EDFacts merger by analyzing the 2004-05 and 2005-06 directory data for both the CCD and EDFacts. This analysis found only a 2-3% mismatch between the districts and schools identified in each system.

There will be no mismatch in the 2006-07 data as the implementation of the business rules of both systems will guarantee a 100% reconciled 2006-07 universe of districts and schools. The CCD program office at the National Center for Education Statistics (NCES) will receive all of their CCD data through EDFacts since the previously used CCD data submission option is not available for the any of the 52 state agencies reporting data to EDFacts.

The collection of all CCD data in 2007-08 will be accomplished through EDFacts and the EDEN Submission System which will contain all of the data edits contained in the CCD business rules.

To date, a major challenge of the project has been the technical links between the current CCD data collection system and the EDFacts EDEN Submission System. In each case, with tremendous support from the ED Office of the Chief Information Officer and the NCES technical teams, a satisfactory "work-around" was implemented.

Information Requirements Map for EDFacts 2007-08 Data

The following table is designed to enable state data providers to better understand each component of the EDFacts data collection. The first five columns identify the data files and their component data groups by name and number, and also list the federal program office currently serving as the data steward.¹ In sixth column, the requirement for each data group is described. In the seventh and eighth columns, the name and OMB paperwork approval number are given for the legacy data collection activity that has been collecting this data for the federal program offices. The ninth column contains the current due date of the legacy collection. Finally, the tenth column contains notes about the mapping.

There are three questions this table answers for each data group. The two most important questions asked by the states from the beginning of this project have been: What is the justification for the federal government collecting this data and how are the data going to be used? In this table, the reviewer can quickly research the justification for each of the data groups. It should be noted that many of the data groups share the same justification since they provide only part of the information that is needed by the federal education program office to make decisions and allocate funds.

Once the states started building files to submit to EDFacts another important question was asked: What program office collection previously provided this data? This table provides a quick reference to the legacy collection from the program office that has been collecting this data. This information, when linked with the justification for the data group, should provide those state subject matter and data system experts with a better understanding of what state data best meets the EDFacts requirements, and make the mapping of the state data to the EDFacts file specifications a little more direct.
