Purpose

This document lists changes requested for the approved EDFacts Data Set for school years 2008-09 and SY 2009-10 to reinstate the collection of the number of students who took an English language proficiency test for the first time (referred to previously as “one data point).

Background

The current EDFacts data set is approved for three school years: 2007-08, 2008-09, and 2009-10. The school year 2007-08 data is currently being collected. The collection of the school year 2008-09 will begin in January 2009.

The EDFacts data set is composed of data groups and categories. The structure of the EDFacts data set is explained in Attachment B-1. So that the data groups and categories can be identified as such, the names of data groups and categories are in italic in this document. Where appropriate, references are made to the relevant pages of Attachment B “EDFacts Data Set” from the approved collection package.

One Data Point

As part of the EDFacts Technical amendments the category One Data Point was removed from the LEP and Title III testing data groups. This category was used to collect the number of students taking the English language proficiency test for the first time. The Department removed the question from the CSPR for SY 2007-08. It was therefore removed from the EDFacts Data Set for SY 2008-09.

For SY 2008-09, the Department has determined that the number of students taking the English language proficiency test for the first time needs to be collected to use for monitoring.

The previous name “one data point” was occasionally misunderstood. When this category is reinstated, it will be named “taking assessment for the first time.”

Proposed Changes to the EDFacts Data Set

The category Taking Assessment for the First Time would be added to the data groups LEP English Language Testing Tables (ID# 674) and Title III LEP English Language Testing Tables (ID# 675).

This is a change to Attachment B-3 on pages 32 and 68 and Attachment B-5 page 72.

Impact on the Legacy Collection CSPR (OMB 1810-0614)

In the SY 2008-09 Consolidated State Performance Report (CSPR), a row for “taking the assessment for the first time” will be added to section 1.6.3.1.1 and 1.6.3.1.2. This row is the same as the row “one data point” in the SY 2006-07 CSPR.

Burden

The burden hours for EDFacts were not adjusted downward for the removal of the row “one data point.” The burden hours for the CSPR will be adjusted for this change when the SY 2008-09 is proposed to OMB.
