FRA has determined that public safety compels issuance of Emergency Order (E.O.) No. 26 to restrict the use of cell phones and other electronic/electrical devices by railroad operating employees while on-duty. The proposed collection of information will be used by FRA to ensure that railroads and their operating employees fulfill the requirements set out in E.O. 26 and thus enforce compliance.

The total burden has increased by 30 hours. The change in burden results from one adjustment. Specifically, FRA revised its estimate of the number of E.O. 26 relief petitions it will receive (from zero (0) to one (1)). This change in estimate increased the burden by 30 hours (from zero (0)hours to 30 hours). The current OMB inventory shows a total burden of 33,238 hours, while the present submission exhibits a total burden of 33,268 hours. Hence, there is an increase in burden of 30 hours. There is no change in cost to respondents from the previous submission.
