The information collection is
necessary to enable the Federal Home Loan Banks (Banks) and, where
appropriate, the Federal Housing Finance Board (Finance Board) to
determine if a respondent satisfies the statutory and regulatory
requirements to be certified initially and maintain its status as a
member eligible to obtain Bank advances. Respondents include
financial institutions that are or are eligible to become Bank
members.

Adjustments reflect better
estimates, cost and hour burden udpates, an increase in the number
of Bank members, and a decrease in the number of membership
applications. The Finance Board also excluded minimum capital stock
calculations for current members beceause the burden already is
included in the information collection titled "Capital Requirements
for the Federal Home Loan Banks" (OMB Control No. 3069-0059).
