Designation of Certifying Officials and EFT Information



Public Law 110-252 established chapter 33 of title 38, U.S.C., a new educational assistance program that will be administered by the Department of Veterans Affairs (VA). To reflect the statutory provisions related to the new program, VA is amending the information collection approved under 2900-0262 to include the collection of electronic funds transfer (EFT) information. VA is required to submit chapter 33 tuition and fee payments directly to educational institutions on behalf of students. In order to make payments to institutions certifying students under the chapter 33 program, VA needs to collect the EFT information for the account into which funds will be deposited.


Specifically, VA is adding a new form (VA 22-8794a) to the collection. This form will be submitted when an educational institution is first approved for VA benefits and anytime there is a change to the account to which chapter 33 payments should be submitted. VA Form 22-8794a will be submitted on an as needed basis. VA does not require regular re-certifications of designated certifying officials and will not require regular re-certifications of EFT information. After the initial collection of EFT information, VA estimates receiving less than ten responses per year for VA Form 22-8794a. No other substantive changes have been made.


The annual burden for this information collection remains unchanged.
