STATEMENT IN SUPPORT OF CLAIM FOR FILIPINO VETERANS EQUITY COMPENSATION FUND (FVEC)
VA is requesting emergency approval for temporary form, VA Form 21-4138(CF), Statement in Support of Claim, for Filipino Veterans Equity Compensation Fund (FVEC), for payment for Filipino Veterans Equity Compensation Fund claims.
Public Law 111-5, Title X, Section 1002, of the American Recovery and Reinvestment Act of 2009, of the House and Senate Appropriations Committees American Recovery and Reinvestment Plan (H.R. 1), establishes Filipino Veterans Equity Compensation Fund (FVEC), provision of a one-time payment to an honorably discharged veteran who served, before July 1, 1946 in the organized military forces of the Government of the Commonwealth of the Philippines, including certain service in the Philippine Scouts or in organized guerrilla forces recognized by the United States Army, while such forces were in the service of the Armed Forces of the United States.
Information is requested by this form under the authority of Public Law 111-5 Section 1002, 38 U.S.C. 501 and 38 C.F.R. 3.150. VA is requesting an emergency approval for VA Form 21-4138(CF), Statement in Support of Claim, for Filipino Veterans Equity Compensation Fund (FVEC). VA Form 21-4138 is being used to collect information from honorably discharged Filipino veterans' of WWII who served in the Armed Forces of the United States and who may be eligible to receive a one-time payment from FVEC, which is a part of the President's Stimulus Package. The questions on VA Form 21-4138(CF) are needed to determine the veteran’s eligibility for payments. Applicants seeking this one-time payment must file their claim on or before February 16, 2010; therefore, VA is requesting approval to use VA Form 21-4138(CF) for one year.
