On February 17, 2009, President Obama signed into law, the American Recovery and Reinvestment Act of 2009 (Recovery Act). Section 102(d) of the Recovery Act, provides $50 million to administer a 2008 Aquaculture Grant Program (AGP) to assist aquaculture producers for losses associated with high feed input costs during the 2008 calendar year. To provide assistance to eligible aquaculture producers, the Commodity Credit Corporation (CCC) will provide block grants to State Departments of Agriculture or similar State offices, designated by the Governor of those States, that agree to provide assistance to eligible aquaculture producers.
The Recovery Act specifically provides that AGP grants shall be made to States on a pro rata basis, based on the amount of aquaculture feed used in each State during the 2007 calendar year, as determined by the Secretary. Therefore, please provide the total amount of aquaculture feed delivered in your State during the 2007 calendar year. When determining the State’s 2007 aquaculture feed deliveries, please:
Include feed for all aquaculture species in your State that was delivered to an individual or entity that is still in operation in 2009; and
Do not include feed deliveries to Federal or State owned hatcheries.
Furthermore, enclosed is a draft Agreement between CCC and the State that must be executed as a condition for receiving grant funding. The draft Agreement includes requirements and action that must be taken by the State to facilitate the accountability and transparency objectives of the Recovery Act. In addition, the draft Agreement outlines program-specific policy and procedure that the State is required to follow when implementing AGP. CCC is requesting comments from the State with respect to program specific-policy and procedure provided in the draft Agreement.

Therefore, in order to assist us in implementing this program and disbursing funds, please provide the following information by April 17, 2009:
The name of appropriate contact person to administer the grant for (Insert State), their telephone number, email and mailing address
The name and title of person who will sign the Agreement between CCC and the State of (Insert State), if different from the contact person to administer the grant for the State
The completed SF-1199A Direct Deposit Sign-Up Form (enclosed) to identify the electronic fund routing numbers for transfer of the funds to your State
The amount of aquaculture feed delivered in your State in the 2007 calendar year
Comments with respect to program-specific policy and procedure outlined in the draft Agreement.

If your State will not be participating in this program, please respond to this letter by April 17, 2009, with notification to CCC that your State will not be entering into a grant Agreement with CCC and the reason why your State will not be participating in the program.
In order to establish mechanisms to meet Recovery Act reporting and data collection requirements, all recipients of Recovery Act funds must:
Establish a Dun and Bradstreet Universal Numbering System (DUNS) number or update an existing DUNS record. States may obtain a DUNS number at www.dnb.com.
Register in the Central Contractor Registration (CCR) database at www.ccr.gov.
Please take the necessary steps to create or update your State’s profiles in DUNS and CCR.
