Jsutification for Non-Substantive Change

Justification: Non-substantive change to the ETA 227 (OMB No. 1205-0173)

On February 23, 2009, Unemployment Insurance Program Letter 11-09*, which contains ETA guidance for implementing the new temporary federal additional compensation program was signed and became effective. This UIPL has an attachment** titled “Implementing and Operating Instructions for the FAC program”. This attachment makes slight modifications to the reporting instructions for 1205-0173, but does not change the structure of the report or the frequency of collection, but modifies the way certain reporting items are defined. The modifications to the reporting instructions are as follows:

States will report FAC overpayments (established and recovered) in the comments section of the ETA 227 report as “FAC Est. = $$$” and “FAC Coll. = $$$.”
