Part B. Collections of Information Employing Statistical Methods

1. Universe and Respondent Selection

The 2010 CFU operation plans to conduct followup on the universe of cases that meet the criteria defined by the following components: Coverage Edit (Count Discrepancy and Large Households), Coverage Probes, Unduplication, and Administrative Records.

2. Procedures for Collecting Information

CFU is a telephone followup operation conducted from commercial call centers. The Census Bureau is responsible for identifying the CFU cases and delivering the selected cases to the Decennial Response Integration System (DRIS) on a flow basis. There will be several input file deliveries from Census to DRIS.

A commercial call center will contact households with suspected coverage problems using an automated instrument. CFU cases will stay in the DRIS telephony channel until they are resolved.

3. Methods to Maximize Response

The 2010 CFU telephone instrument will use proven CATI methods to maximize response and limit respondent burden. Multiple contact attempts will be made in order to obtain a completed interview. The interviewer will explain the reasons for conducting the interview, and respondents will be informed of their lawful responsibility to answer the questions. In addition, respondents will be assured that their responses are confidential. If a respondent refuses the interview, the interviewer will make additional attempts to gain cooperation.

4. Tests of Procedures or Methods

We have conducted four tests of the Coverage Followup Operation throughout this decade:

• 2004 Coverage Research Followup

• 2005 Coverage Followup

• 2006 Coverage Followup

• 2008 Coverage Followup

Results from each of these tests were and are being used to plan the 2010 Coverage Followup Operation.
