This request is for OMB approval to
modify the Outcome and Assessment Information Set (OASIS) data set
that home health agencies (HHAs) are required to collect in order
to participate in the Medicare program. Proposed revisions to the
OASIS data set include: 1) issues raised by stakeholders, including
removing items that are not currently used by CMS for payment or
quality, adding items to address clinical domains not currently
covered, and modifying item wording or response categories for
selected items; and 2) the addition of process items that support
measurement of evidence-based practices for both internal agency
quality improvement efforts and public quality reporting purposes.
Under Contract Number HHSM 500-2005-00018I T.O.#2, Home Health
Quality Measures and Data Analysis, awarded September 2006, Abt
Associates and their subcontractors University of Colorado Health
Sciences Center and Case Western University assisted CMS with
development and testing of the proposed OASIS refinements. Data
collection activities were conducted from May to September 2008.
HHA clinicians conducted assessments using the entire revised OASIS
instrument to assess burden, and pairs of assessors assessed
inter-rater reliability. Process items were compared with data in
the patient record and with patient OASIS data for verification.
Quality Measures utilizing the new items have been submitted to the
National Quality Forum for endorsement. Analysis of the data has
indicated that the proposed modifications to the data set will have
minimal impact on time required to collect and report
OASIS.
