This information is being collected to establish landholder compliance with Federal reclamation law. Response to this request is
mandatory in accordance with Public Law 97-293 and 43 CFR 426.18. Public reporting burden for this form is estimated to average
40 hours per response, including time for reviewing instructions, gathering and maintaining data, and completing and reviewing the form.
An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a

anticipate delivering any Reclamation irrigation water
during this water year must complete items 1-5 and 13 and
14 of Form 7-21SUMM-C. Additionally, if Reclamation
irrigation water deliveries commence after the summary
form is submitted, a new summary form with the
appropriate tabulation sheets must be submitted within 30
days of the date Reclamation irrigation water deliveries
commenced.

GENERAL INFORMATION
The “District Summary of Certification and Declaration
Forms” (Form 7-21SUMM-C) are used to tabulate and
summarize the Reclamation Reform Act of 1982 (RRA)
certification forms submitted to this district by individuals,
entities, religious or charitable organizations subject to the
discretionary provisions of the RRA; and declaration forms
submitted by trusts, estates, public entities, and farm
operators located in discretionary provisions districts. The
landholder (direct or indirect owner or lessee) information
and that of certain farm operators is tabulated on the
appropriate tabulation sheets as follows:

Any changes in the excess or full-cost acreage appearing on
Form 7-21SUMM-C must be certified to us within 30
calendar days after the landholder reports the change to this
district.

• Tabulation A – provide information pertaining to
individuals and entities who hold (own or lease) land
directly
• Tabulation B – provide information pertaining to trusts
and estates that hold land directly
• Tabulation C – provide information pertaining to public
entities that hold land directly
• Tabulation D – provide information pertaining to
religious or charitable organizations that hold land
directly
• Tabulation E – identify errors, omissions, or
discrepancies related to landholders and farm operators
• Tabulation F – this optional form is used to provide
information pertaining to landholders who only hold
land indirectly
• Tabulation G – provide information pertaining to farm
operators and part owners of farm operators required to
file Form 7-21FARMOP

Type or print all answers in ink. You must initial and date
any crossouts and corrections. District name
abbreviation(s) used on this form must be spelled out on the
form where the abbreviation is used for the first time, or on
a separate sheet attached to this form. Reclamation retains
your district’s summary forms as a permanent record of
RRA administration.
You must complete various tabulations before you complete
the main summary form. Use as many of the tabulations as
necessary to tabulate all of the information. You do not
need to submit a particular tabulation if your district does
not have any landholders to list on that tabulation. For
instance, you do not need to submit a Tabulation C for this
water year if no public entities certify their landholdings to
your district this year. However, you must properly
complete tabulation sheets for all landholder forms received
even if the landholder in question does not receive
Reclamation irrigation water in your district.

The summary form also summarizes information regarding
landholders in your district who are below the RRA forms
submittal threshold or who are above the RRA forms
submittal threshold and have not filed a form for the current
water year.

Placement of a landholder on a tabulation sheet is based on
the landholder or farm operator’s westwide landholdings
(directly or indirectly owned or leased). However, in
completing the appropriate tabulation sheets, only the acres
in this district are to be included.

You must annually submit an original Form 7-21SUMM-C.
Districts delivering any Reclamation irrigation water must
also submit tabulation sheets reflecting all landholders over

The land that the landholders should be certifying is
“irrigable land” and “irrigation land.” See the “General
Information About RRA Forms” (Form 7-21INFO) for the
definitions of “irrigable land,” “irrigation land,” and
“irrigation water.” Other terms and corresponding
definitions that are specific to the RRA forms are:

You do not have to prepare a Tabulation A for a particular
westwide landholding range if you do not have any
landholders with that range to summarize (e.g., limited
recipients over 640 acres).
RRA forms submitted by landholders whose westwide
landholdings are below your district’s RRA forms submittal
thresholds should not be tabulated here. Include
information from such RRA forms in item 12 of
Form 7-21SUMM-C.

• “Land” or “acres” means irrigable or irrigation land.
• “You” means the authorized district official completing
this form for the district.

used to obtain this information. You may need to complete
up to five different types of Tabulation A’s for various sizes
of westwide landholdings:
• One for qualified recipients’ landholdings that total
more than 240 acres through 960 acres, or more than 80
acres through 960 acres, depending on the RRA forms
submittal threshold for this district;
• One for qualified recipients’ landholdings that total
more than 960 acres;
• One for limited recipients’ landholdings that total more
than 40 acres through 320 acres;
• One for limited recipients’ landholdings that total more
than 320 acres through 640 acres; and
• One for limited recipients’ landholdings that total more
than 640 acres.

estate submitted a Form 7-21VERIFY. You may need to
complete two different types of Tabulation B’s for the
following sizes of westwide landholdings:
• One for trusts and estates whose landholdings total
more than their RRA forms submittal threshold
(see table below) through 960 acres, and
• One for trusts and estates whose landholdings total
more than 960 acres.

landholdings are below your district’s RRA forms submittal
thresholds should not be tabulated here. Include

WHAT TO SUBMIT TO RECLAMATION
You must submit annually to us:
• A completed, original Form 7-21SUMM-C with an
original signature, and
• All completed Tabulation A’s, Tabulation B’s,
Tabulation C’s, Tabulation D’s, Tabulation E’s, and
Tabulation G’s. If you completed Tabulation F, we
request that you submit it, although it is not required.

WHAT IF THERE ARE CHANGES AFTER THIS
DISTRICT SUBMITS THIS FORM
Any changes in the excess or full-cost acreage appearing on
Form 7-21SUMM-C must be certified to us within
30 calendar days after the landholder reports the change to
this district.
As a reminder, if your district does not anticipate delivering
Reclamation irrigation water during the current water year
and Reclamation irrigation water deliveries commence after
the summary form is submitted, a new summary form with
the appropriate tabulation sheets must be submitted within
30 days of the date Reclamation irrigation water deliveries
commenced.
