OMB appreciates that NCES will be able to associate SMART and TEACH grant recipiency with those in the 2009 B&B survey to allow later analysis of those who receive such a grant for school work subsequent to 2008 and also to compare a future 2012 cohort to the “baseline” 2008 cohort regarding interest in, course-taking and career choices related to science and teaching. OMB emphasizes the importance of these data to answering policy questions about the ability of such national programs to incentivize behavior changes, particularly in the absence of other dataset availability. NCES is strongly encouraged to retain any questions or procedures for future follow-ups that would permit the comparisons noted.

The full scale study will be conducted in 2009 with a sample of 2008 bachelor's degree recipients from public and private postsecondary institutions.
