Discrepancy
existed between time and cost burden. Total responses requested
dropped from 7 to 1 but cost burden appeared to increase by $4,518
in ROCIS. FERC added Attachment C to Supporting Statement, which
explained only start-up costs were included in ROCIS cost burden
back when ICR was initially approved in 2006. Now both start-up as
well as maintenance and operation costs are included in cost burden
category. Updated Supporting Statement explains this change in
record keeping. Total costs (start-up plus maintenance and
operation) actually decreased from $27,704 to $4,518 between 2006
and 2009, respectively.

FERC-585 was created in response to
Section 206 of the Public Utility Regulatory Policies Act of 1978
(PURPA) which amended Section 202 of the Federal Power Act (FPA) by
adding section (g). 18CFR 294 establishes the reporting
requirements for public utilities (to report to the Commission and
any appropriate state regulatory authority for anticipated
shortages of electric energy or capacity which would affect the
utilitys capability to serve its wholesale customers and to
provide a contingency plan). A report filed in compliance with Part
294 must include the nature and projected duration of the
anticipated shortage, a list of firm wholesale customers likely to
be affected by the shortage, procedures for accommodating the
shortage, and a contact person at the utility.
