(a) Estimated costs for these assays were derived several ways. For most of the assays, the mean cost estimates were taken from the Cost Estimate Survey: Endocrine Screening Assays
conducted by APT, dated May 23, 2003. An inflation factor of 1.14 was used to convert 2003$ to 2008$ (Council of Economic Advisors, Economic Indicators, June 2008. Implicit Price
Deflaters for Gross Domestic Product, p. 2). The estimated cost of the fish screen and frog assay are based on professional judgement and expertise considering the prices EPA paid to have
these tests conducted, and adjusted to reflect the expected protocol details that impact cost. The cost for analytical chemistry is based on that used in other EPA ICRs that contain this test. It
is important to note that the chemicals on the initial list are all already well established existing pesticides, which means there will not be a need to create any new analytical methods to identify
the substance for testing purposes. As such, the analytical costs included here represent the application of the existing methods to identify the substance being tested. In addition, the draft
estimates were adjusted based on public comment.
(b) Based on 35% of the total estimated test costs.
(c) Calculated as 20% of (b), which is 35% of the total estimated test costs.
(d) Calculated as 65% of (b), which is 35% of the total estimated test costs.
(e) Calculated as 15% of (b), which is 35% of the total estimated test costs.
(f) Based on total estimated managerial costs (j) divided by the loaded labor rate for managers ($103.62).
(g) Based on total estimated technical costs (j) divided by the loaded labor rate for technical staff ($76.92).
(h) Based on total estimated clerical costs (j) divided by the loaded labor rate for clerical staff ($33.60).
(i) Total Burden Hours is used in Table 3 for Estimated Burden & Costs related to Data Generation Paperwork Activities.
