Explanation of Non-Substantive Changes


SSA plans to make the following non-substantive changes to form SSA-455, the Disability Update Report:


Change 1: We would like to change the wording for the section "What We Do With Your Answers" on page one from:


We consider the information you give us together with the information in your claim record to decide if we need to do a full medical review. We will tell you within 90 days after we receive the completed report whether or not we need to do a full medical review now.

Justification: Due to an increase in backlogs of pending CDRs and budget constraints, we are often unable to process CDRs on a timely 90-day basis. Therefore, we want to remove this reference to a specific time period, so claimants will not become upset if they do not hear back from us within 90 days.


Change 1: On page 3, where it says “Claim Number,” we currently prefill this with the entire Social Security Number (SSN). We now plan to only fill in the last four digits of the SSN.


Justification: Multiple field office employees have conveyed concerns expressed by the public about the security of our providing the complete SSN. To allay these concerns, we will only print the last four digits.
