The National Flood Insurance Act of
1968 requires that FEMA provide flood insurance to that the risks
associated with building in flood prone areas are borne by those
located in such areas and not by the taxpayers at large.
The burden decrease results
from a reduction in the number of NFIP policy forms submitted, as
well as a reduction in the average burden per response for FEMA
Form 086-0-5.
On behalf of this Federal agency, I certify that
