10 Responses total in FY 2009 (Program Inception Year), 250 Responses total in FY 2010 and 40 Responses total in FY 2011 when authority expires. This is a nonmaterial change.This change is being requested as a result of American Reinvestment and Recovery Act. It is known as the Green Retrofit Program (GRP). The GRP will be administered by OAHP, which also administers the Mark-to-Market program. GRP shares in common with the Mark-to-Market program that it:
will use the Mark-to-Market program underwriting for a project that is currently undergoing debt restructuring and is also accepted for GRP processing (current approvals such as 2502-0029, will continue to be used with no change in respondents or burden, as these properties were part of the originally approved universe.)
will rehab properties using green building principles
will monitor utility consumption relative to a baseline (updating existing approval to incorporate this new condition. Current approvals for financial and physical
will include an affordability Use Agreement (current approval under 2510-0010)
will include the Owner’s commitment to elect to renew Expiring Contracts, using any available option (other than opting out), for a period of at least 15 years beyond the existing expiration of affordability requirements on the project,
will provide opportunities for the Owner to earn incentive fees similar to those in M2M
