This ICR is
approved for one year only, as inaccurate burden estimates were
published in the 60 and 30 day Federal Register notices. CMS agrees
to promptly republish the 60 day FRN with the correct burden
estimates and a clear explanation for why CMS estimates that the
burden reduction is so dramatic. Upon resubmission of this package
to OMB, CMS shall (1) make sure that the burden estimates provided
in supporting materials (the supporting statement and Excel
spreadsheet) match what is reported in the ICRAS/ROCIS systems, (2)
make sure that the capital costs are correctly accounted for,(3)
ensure that any burden reductions due to prior overestimates are
classified as "changes due to adjustment in agency estimate", and
(4) ensure that the data field regarding percentage of responses
submitted electronically is revised, as appropriate. Future
submissions that do not meet these requirements will be returned to
CMS as "improperly submitted." CMS is also reminded that an ICR
must be submitted and approved PRIOR to the information collections
going into effect. In this case, the supporting materials indicate
that the burden changes result from a policy change issued through
a 10/20/2008 HPMS Memo called "Automated Troop Balance Transfer
Process". This ICR should have been submitted prior to the issuance
of that Memo. Future submissions that are received after
information collection requirements have gone into effect will be
considered PRA violations.
