19. Certification for Paperwork Reduction Act Submissions
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with
5 CFR 1320.9.
NOTE: The text of 5 CFR 1320.9, and the related provisions of 5 CFR 1320.8(b)(3), appear at the end of the
instructions. The certification is to be made with reference to those regulatory provisions as set forth in
the instructions.
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(a) It is necessary for the proper performance of agency functions;
(b) If avoids unnecessary duplication;
(c) It reduces burden on small entities;
(d) It uses plain, coherent, and unambiguous language that is understandable to respondents;

Federal Firearms Licensee (FFL) Officer/Employee Acknowledgment of Responsibilities under
the National Instant Criminal Background Check System (NICS) Form
10. Abstract:
The Brady Handgun Violence Prevention Act of 1993 (Brady Act) requires Federal Firearms
Licensees (FFLs) to request background checks on individuals attempting to purchase a firearm.
The permanent provisions of the Brady Act required the United States Attorney General to
establish a national instant criminal background check system that FFLs may contact by
telephone or other electronic means in addition to the telephone for information to be supplied
within three business days on whether the receipt of a firearm by a prospective transferee would
violate Section 922 (g) or (n) of Title 18, United States Code, or state law.
