Proposed Technical Amendments to the EDFacts Data Set

For SY 2008-09 and SY 2009-10


These technical amendments align the data collection with Department policy.


Final Title I Regulations Announced October 29, 2008 – Graduation Rates


  • Change the definition of the graduation rate tables (DG563, N/X041) to include the phrase “transitional graduation rate.”

  • Add the collection of the four year extended rate and cohort information. The rate and cohort information will be collected at all levels for all students and the subgroups in NCLB. This is optional until SY 2010-11.

  • Add the optional collection of extended rate and cohort information for any SEAs that have extended rates. The rate and cohort information will be collected at all levels for all students and the subgroups in NCLB. This is required only for states with extended rates. The system will allow for up to four extended rates.


Implementation – Create two new file specifications: one for collecting the rates and another for collecting the cohort information. Within the file, the SEA will indicate if the data is for the four year rate or for an extended rate.


Differentiated Accountability Pilot


  • Allow for state defined improvement statuses for states with differentiated accountability pilots.


Implementation – States with differentiated accountability pilots will be provided with the permitted values to use for their state defined improvement statuses.


Guidance on Medical Emergencies


  • Collect the number of students who had a medical emergency during the state NCLB performance assessments.


Implementation – The participation file (N/X081) would include a permitted value for “medical emergency.” SEAs would not have to include zero counts for this permitted value.


One Data Point (First Assessment)


  • To reinstitute the collection of the number of students who are taking the English language proficiency assessment for the first time.


Implementation – Reinstitutes the collection of number of students taking an English language proficiency assessment for the first time in the file for all LEP students (N/X137) and in the file for Title III LEP students (N/X138).
