Abstract: To receive an award under the Grants to States for Training Incarcerated Youth Offenders Program, a State Correctional Education Agency (SCEA) must submit an application that includes a state plan describing how the program will operate. States must also submit an Eligible Population Data Request Form necessary to run the allocation formula and an evaluation report. During the first year the info requested will be the state plan (application), the eligible population form, and the evaluation report. During the final two years only the latter two must be submitted.

Short Statement: There was neither a burden increase or burden reduction to the Information Collection. Rather, at OMB direction ED split the ICR into two separate ICs, meaning that Rocis recognizes burden being shifted from one IC into two. Rocis perceives this separation as a burden reduction to the first IC -- where the total burden was originally shown, and the second IC as a burden increase. Additionally the number of respondents stays the same at 56, whereas Rocis recognizes the number of responses as 112, due to the 56 respondents all responding to both ICs.
