A Notice of Action dated 03.14.07 included the following Terms of Clearance: “Education will submit the user’s guide, which is currently being prepared, to OMB via a nonmaterial change worksheet (old 83-C) as soon as it is completed. Additionally, for the next submission of this ICR for OMB approval, Education will break out the respondent burden according to the affected public (i.e. private section and state and local governments).” At the time the TOC were issued, OPE had prepared and submitted the OMB 1845-0004 collections package. Federal Student Aid provided the most recent version (4) and submission as a result of the recently completed Negotiated Rulemaking process. RIMS has suggested that FSA include this email to address the Terms of Clearance.

I contacted the Office of Postsecondary Education about the history of the TOC and they indicated that the Student Right to Know user’s guide was submitted to OMB, however the only user’s guide FSA could locate is the EADA user’s guide which is associated with OMB 1845-0010, not OMB 1845-0004. Subsequently, OPE indicated that there is no user’s guide for Student Right to Know, only the EADA user’s guide.

NOTE: We also noticed that on the EADA web page it points to OMB 1845-0004 rather than to OMB 1845-0010. (See http://surveys.ope.ed.gov/athletics/)

We have requested that a copy of the 83-C submitted by OPE to OMB be provided, but OPE was not able to locate a copy of the 83-C.
