4. Performance Measures: Under the
Government Performance and Results
Act of 1993 (GPRA), the Department has
established a set of performance
measures, including long-term
measures, that are designed to yield
information on various aspects of the
effectiveness and quality of the
Personnel Development to Improve
Services and Results for Children with
Disabilities program. These measures
include: (1) The percentage of projects
that incorporate scientifically based
practices into the curriculum; (2) the
percentage of scholars who exit training
programs prior to completion due to
poor academic performance; (3) the
percentage of degree or certification
recipients who are working in the
area(s) for which they were trained
upon program completion; (4) the
percentage of degree or certification
recipients who are working in the
area(s) for which they were trained
upon program completion and are fully
qualified under the IDEA; (5) the
percentage of scholars completing the
IDEA-funded training programs who are
knowledgeable and skilled in
scientifically based practices for infants,
toddlers, and children with disabilities;
(6) the percentage of low incidence
positions that are filled by personnel
who are fully qualified under the IDEA;
and (7) the percentage of program
graduates who maintain employment for
three or more years in the area(s) for
which they were trained.
Grantees may be asked to participate
in assessing and providing information
on these aspects of program quality.

(Certificated Rate Filings: Gas Pipeline
Rates; OMB Control Number 1902–
0155) is required to implement sections
4, 5, 16 and 7(e) of the Natural Gas Act
(NGA) (15 U.S.C. 717–717w). NGA
sections 4, 5 and 16 authorize the
Commission to inquire into rate
structures and methodologies and to set
rates at a just and reasonable level.
Section 7(e) authorizes the Commission
to set initial rates that are in keeping
with the public convenience and
necessity.
The Commission uses the FERC–546
information to examine service and
tariff provisions for the transportation
and storage, and/or sale of natural gas in
interstate commerce filed with the
Commission.
When a pipeline company decides to
construct and operate a jurisdictional
pipeline, it files an application with the
Commission and receives a Certificate of

Public Convenience and Necessity. As
part of its review, the Commission
considers and authorizes ‘‘initial rates’’
for transportation and/or storage service
for the pipeline. Initial rates are
established for new services authorized
in certificate proceedings and must meet
a public convenience and necessity
standard. Initial rates established in the
certificate proceeding remain in effect
until such rates are reviewed by the
Commission in a rate proceeding. The
information submitted by the pipeline
company to the Commission in these
applications for initial rates is the
subject of FERC–546.
The Commission’s reporting
requirements for this information
collection are provided in 18 CFR 154.4,
154.7, 154.202, 154.204–.209, and
154.602–.603. Failure to collect this
information would prevent the
Commission from monitoring and
properly evaluating pipeline proposals
to add or modify services.
Action: The Commission is requesting
a three-year extension of the current
expiration date, with no change to the
existing reporting requirements in
FERC–546.

Haida Corporation proposes to install a
single 5.0-megawatt (MW) turbine
generating unit instead of installing two
turbine generating units, a 1.5–MW unit
and a 3.5–MW unit, during a two-phase
construction process as authorized in
the October 24, 2000 Order Issuing
Original License (Major Project). The
total installed capacity of the project
would remain at 5.0 MW as currently
authorized in the project license, and
the total hydraulic capacity of the
project would remain at 90 cubic feet
per second as currently authorized in
the project license.
(ii) Amendment to License Articles:
Haida Corporation proposes to modify
or delete Articles 201, 301, 413, and 414
to the extent that they reference twophase construction.
