Explanation of Non-Substantive Changes
Description of Change:
We plan to ask select iClaim applicants several additional questions as part of a stewardship review (iClaim OMB No. is 0960-0618). This is a one-time review we will conduct using a sample of 324 newly adjudicated iClaim respondents. We will ask respondents these questions in person (we will give them the choice of our coming to their homes or their visiting an SSA field office).
Justification for Change:
OQP plans to start a new review called the Title II Stewardship Authentication Review. We designed this study because of the potential vulnerability of improper applicant filing for benefits online. An improper applicant filing can result in inappropriate payments made on behalf of the beneficiary to individuals who shouldn’t be receiving those payments.
OQP developed these additional questions as part of the review to verify if the beneficiary is really the person who filed the iClaim.
Burden Computation:
324 respondents x 5 minutes/60 = 54 hours
