AGENCY: Office of Surface Mining
Reclamation and Enforcement.
ACTION: Notice and request for
comments.
SUMMARY: In compliance with the
Paperwork Reduction Act of 1995, the
Office of Surface Mining Reclamation
and Enforcement (OSM) is announcing
that the information collection request
for 30 CFR part 769—Petition process
for designation of Federal lands as
unsuitable for all or certain types of
surface coal mining operations and for
termination of previous designations,
has been submitted to the Office of
Management and Budget (OMB) for
review and approval. The information
collection request describes the nature
of the information collection and its
expected burden and cost.
DATES: Comments must be submitted on
or before December 14, 2009, to be
assured of consideration.

The Office
of Management and Budget (OMB)
regulations at 5 CFR 1320, which
implement provisions of the Paperwork
Reduction Act of 1995 (Pub. L. 104–13),
require that interested members of the
public and affected agencies have an
opportunity to comment on information
collection and recordkeeping activities
[see 5 CFR 1320.8(d)]. OSM has
submitted a request to OMB to renew its
approval for the collection of
information found at 30 CFR part 769—
Petition process for designation of
Federal lands as unsuitable for all or
certain types of surface coal mining
operations and for termination of
previous designations. OSM is
requesting a 3-year term of approval for
this collection. This collection is
required to obtain or retain a benefit.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
control number. The OMB control
number for this collection of
information is 1029–0098.
As required under 5 CFR 1320.8(d), a
Federal Register notice soliciting
comments on this collection of
information was published on August
13, 2009 (74 FR 40834). No comments
were received. This notice provides the
public with an additional 30 days in
which to comment on the following
information collection activity:
Title: 30 CFR Part 769, Petition
process for designation of Federal lands
as unsuitable for all or certain types of
surface coal mining operations and for
termination of previous designations.

Summary: This part establishes the
minimum procedures and standards for
designating Federal lands unsuitable for
certain types of surface mining
operations and for terminating
designations pursuant to a petition. The
information requested will aid the
regulatory authority in the
decisionmaking process to approve or
disapprove a request.

AGENCY: Bureau of Land Management,
Interior.
ACTION: Notice of availability.
SUMMARY: In accordance with the
National Environmental Policy Act of
1969 (NEPA) and the Federal Land
Policy and Management Act of 1976
(FLPMA), the Bureau of Land
Management (BLM) has prepared a
Proposed Resource Management Plan/
Final Environmental Impact Statement
(PRMP/FEIS) for the Carrizo Plain
National Monument (CPNM).
DATES: BLM planning regulations at 43
CFR 1610.5–2 state that any person who
meets the conditions as described in the
regulations may protest BLM’s PRMP. A
person who meets the conditions and
files a protest must file the protest
within 30 days of the date that the
Environmental Protection Agency
publishes this notice in the Federal
Register.
ADDRESSES: Copies of the CPNM PRMP/
FEIS have been sent to affected Federal,
State, and local government agencies,
Native American tribes, and to
interested parties. Copies of the CPNM
