Form 8288 is used by the withholding agent to report and transmit the withholding to IRS. Form 8288-A is used to validate the withholding and to return a copy to the transferor for his/her use in filing a tax return. A new code reference was added into the instructions referring the taxpayer to section 143(k)(12) which did not exist four years ago when this product was previously updated. This covers home improvement loans and explains there is no recapture of the federal mortgage subsidy if instead of a QRL you received a qualified home improvement loan (QHIL) funded by a QMB. This new code reference increased the burden by 2,000 hours.
