The Agency is responsible for ensuring that its Information Quality Guidelines (which are based upon the 2002 Government-wide Information Quality Guidelines (see: 67 FR 8452) were followed in the design and implementation of this information collection. Furthermore, the Agency is responsible for conducting appropriate pre-dissemination review of any reports and/or subsequent analyses of results, as presented in the Government-wide Information Quality Guidelines. If the information collection uses statistical methods, including statistical surveys or censuses, or provides performance measures, or program evaluations, the Agency is responsible for ensuring that the collection fully complies with OMB standards and guidelines for statistical surveys. If the information collection will result in influential scientific information, the Agency is responsible for developing and implementing a peer review plan prior to the dissemination of the results (see 2005 Information Quality Bulletin for Peer Review, 70 FR 2664).
OMB approves the PRA request with emergency clearance to meet American Reinvestment and Recovery Act requirements. This collection will be valid for six months. If Treasury decides to continue use of the collection past the approved emergency request clearance time period, it must resubmit to OMB under the normal PRA clearance process for a three-year approval.

The CDFI Fund is requiring American Recovery and Reinvestment Act (ARRA)awardees to complete, on a quarterly basis, a much shorter version of the CDFI Fund's Institutional level Report (ILR), which awardees currently report through the Community Investment Impact System (CIIS). The QILR will help the CDFI Fund to meet its own ARRA agency reporting requirements per OMB guidance and enable the CDFI Fund to standardize the data that ARRA Awardees will be reporting separately to the CDFI Fund and www.FederalReporting.gov.
The questions within the Quarterly Institutional Level Report (QILR)are a subset of questions in the existing ILR instrument already cleared under OMB 1559-0027 (which is scheduled to expire 7/31/2010). Also, the information gathered from the QILR will help the CDFI Fund meet its own American Recovery and Reinvestment Act (ARRA)agency reporting requirements as per OMB guidance and enable the CDFI Fund to standardize the data that ARRA Awardees will be reporting separately and assure the quality of information awardees must provide to the ARRA's federal reporting portal.
