Who must comply?

Owners and operators of U.S. and foreign chemical tank vessels.

What is this collection about?

This collection is about the transport of certain bulk dangerous cargoes by vessel. This information is needed to ensure the safe transport of bulk hazardous liquids on chemical tank vessels and to protect the environment from pollution.

Where do I find the requirements for this information?

Title 46 CFR 153, is available at—http://ecfr.gpoaccess.gov, select TITLE 46 – SHIPPING, and follow to Part 153.

When must information be submitted to the Coast Guard or maintained onboard?

Information must be submitted to the Coast Guard (CG) in advance of operating a chemical tank vessel in U.S. waters. Additionally, these vessels must maintain a record of cargo and ballast operations in a Cargo Record Book (for U.S. vessels, form CG-4602B) per 33 CFR 153.909. Supplementary information and examples are provided in the Introduction section of the book.

How is the information submitted?

The information must be submitted in accordance with the regulations. Supplemental information for submitting information to the CG Marine Safety Center (MSC) is available at— https://homeport.uscg.mil/msc, then

  • for U.S. vessels – select SERVICES > CARGO AUTHORITY

  • for foreign vessels – select SERVICES > SUBCHAPTER O ENDORSEMENT (SOE)

What happens when complete information is received?

Once all required information per Title 46 CFR 153 has been provided and CG approve it—

  • for U.S. vessels – the appropriate IMO Certificate is issued

    • International Certificate of Fitness for the Carriage of Liquefied Gases in Bulk (form CG-5148)

    • Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk (form CG-5148A)

    • International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk (form CG-5148B)

    • International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk (form CG-5461)

  • for foreign vessels – a Certificate of Compliance is issued
